It works on EVERY online game and on EVERY region even WiiWare.
Requirements for Universal REGION FREE: Gecko OS 1.80 or later. Not on USB loaders or Ocarina.

I play my Mario Kart backup online all the time, is it unsafe to do so without this?
This just lets people who have already been banned play online again. Nintendo only currently bans for cheating online (to my knowledge at least). Playing backups online should still be perfectly safe (I've been playing a Mario Kart backup online for a long time now with no ban, but I don't cheat).
I play my MKWii backup on my hdd all the time, but i have the original, i just dont want my DVD to whore out. Same goes with all my original, i have them on my hdd to play them from there and keep my dvd's and still play.
Sadly I can only see this leading to nintendo looking for a way to ban/remove all homebrew.
@Ink Dragon: Agreed. All the people who cheat online need to be banned and Nintendo knows that. This is just going to lead to more extreme measures that will take out pirates and legal homebrew users in the process.

how do you make mdmwii? or what have you? im usually just a casual gamer but recently started going hardcore but i want to test it out before i go online with my back-ups, so i need to know what it is how to make it and etc..thx for info in advance
i know its a game save type of file but not sure about loading it or making
